As the war in Ukraine continues, the death toll of Ukrainians
continues to rise. NATO estimates that the death toll of Ukrainian soldiers is
between 7,000 and 15,000. Unfortunately, in addition to the number of Ukrainian
soldier deaths up until this point, nearly 4,000 Ukrainian civilians have also
been killed. Furthermore, President
Biden has accused Putin of war crimes due to the number of Ukrainian civilians
that have been killed. Furthermore, in addition to the number of civilian deaths,
Putin is being accused of specifically targeting civilians during Russian
attacks. Putin and Russians deny accusations of targeting civilians, however
the incidents many attacks of civilians are portraying their motives and intentions
as otherwise. A maternity ward and children’s’ in Mariupol were bombed, forcing
pregnant women to suddenly evacuate. Many were injured and three were killed in
those attacks. A theatre in Mariupol where civilians were hiding was also
bombed, killing more civilians.
Ultimately the International
Criminal Court in the Netherlands is investigating the civilian attacks and accusations
that Putin is committing war crimes and if there was specific intent to target civilians.
However, it can take years to gather enough evidence to convict put of war
crimes. Furthermore, the U.S, Ukraine, and Russia do not recognize the court’s jurisdiction,
complicating matters further. However, according to the CNN video attached
below, if Putin is convicted of war crimes, his diplomatic standing and relationship
with other countries will be greatly impacted negatively, and he can face
arrest if he were to leave Russia after being convicted.

Although I do think that someone should be investigating Putin's actions as war crimes, it's a shame that this is mostly symbolic as several countries--and quite notable world leader countries in fact--do not acknowledge their authority. Thus, it almost seems pointless for there to be an investigation if it's going to take years, many resources, and ultimately lead to a decision that is not recognized by the countries whose opinions matter most (is that an arrogant thing to say? Perhaps it is). In any case, you're right that the conviction would not be a good reflection on Putin's reputation and may adversely affect Russia's relationship with other countries who would acknowledge the court's ruling, so at least there's that.
